Yes there is a issue i have raised a trac 
<http://trac.vtiger.com/cgi-bin/trac.cgi/ticket/8076> ticket for same. 
We will look into this soon.

    I installed vt61 from svn rev 14137 and, on going through the
    installation, I think I twice entered my language choice: British
    English. But when I got to log in after the install finished, it was
    still set as US English.
