Sorry i have given you file from vtiger 6.1 trac

Please try with this file

And the issue is with function __CreateTicket()

these two lines , I think

$linktoid = $mailscanner->LookupContact($fromemail);
if(!$linktoid) $linktoid = $mailscanner->LookupAccount($fromemail);
