Oooh - I think this is wrong advice.

It's not a good idea if you have users in different timezones.

Everything _should_ be stored on the db as UTC. Then all users see the 
correct time *if* their profile is configured correctly.

This issue sounds like maybe there is an issue with either timezone 
conversion in the list filter, or a DATETIME / DATE conversion - meaning 
the hours are being lost or added...
