Thanks for the follow up Uma,

That is indeed a very good question. As I mentioned I have tried this on 
three vtiger systems, 2 are migrated from older versions and one is a 
fairly recent 7.3.0 test/development system installed on one of my dev 
servers.

I too am confused by this. I will do some more digging to see why/where 
these values are being set.
