Hi,
at the moment if a non-admin user creates a filter and marks it for 
public visibility it just shows up in the filter list for admin users as 
pending. There isn't any form of notification to the admins (who might 
not spend their day logged in to the admin account) so how should an 
admin notice that this has happened and there are pending things to 
approve, particularly for lesser viewed modules, if someone creates a 
custom way of looking at products for example, that isn't going to get a 
lot of admin attention.
