It is correct.

Send Notification notifies the owner of the Todo that they have been 
assigned one (Say you created a new TODO and assigned to to a colleague).

What I think you need is to configure the "Send Email Reminder Before" 
option ;-) But this is *only* available on Events... Not Tasks.
