I've seen this before and am now seeing it again ;-) (Do you also get 
the empty grey button in the box when you first load the listview? - See 
screenshot)

I only see the groups in the available options, no users...

I've migrated this database before and it has worked, now I migrate it 
on the customer's server and it is showing this issue...

This is *not* the same problem as the User Preferences or Calendar 
settings issue I mentioned earlier.
