In modules/ModTracker/ModTracker.php is the line:

>$modtrackerModule->addLink( 'HEADERSCRIPT', 'ModTrackerCommon_JS', 'modules/ModTracker/ModTrackerCommon.js');

That is triggered when ModTracker is enabled.

But that file doesn't exist anymore.

It looks to me like the ModTraker history is retrieved through the 
showRecentActivities() function in the default Detail View class.
