A quick look at the PDF makes me think that you should make the modules private and assign the records (project) to the volunteer and that the charity staff would be in a superior hierarchy role so he would have access to all the information. Then a uitype 101 or similar field (which you probably already have) to indicate the second user for reporting,
That way you leave all the permission rules to vtiger crm and use a second user field only for reporting.
