Is this really a problem?  We have set up external marketing companies with
user names and access keys (not passwords) so that they are able to submit
new leads to our system via web service calls.  We run ModTracker, so if
they made changes to any of the submitted leads, we would eventually
notice, and they would lose our business.  It doesn't hurt that we process
our leads quickly, so it is rare for them not to be closed out or converted
to customers within a few days.

The only sticking point that I see here is that you want your external
partners to be able to see reports.  Presumably the lead will be assigned
to internal users as it is processed, so you can't rely on core permissions
logic.  You don't want vendors to see other vendors, so you can't widen the
sharing permissions.  I think your best bet might be to use the scheduled
report via email feature and send them periodic reports.
