[Vtigercrm-developers] Assign entity to a higher Role

You could try using a group. If you put the users in the same group then 
any ticket in the group will be shared by both while any ticket directly 
assigned to themselves will only be visible by them (and the higher role).

That may obligate you to create a lot of groups though.
