I agree. We will ensure to set right permissions on the packages during our
upcoming releases.

You are right. We have not packaged any of the updated language packs with
5.4.0 RC yet. We are looking forward to package them with 5.4.0 GA.
We will soon share the updated language pack to you from
http://labs.vtiger.in/i18n.

You are right again. This issue has been fixed with 5.4.0. I have close
this now.
We are slowly reviewing the trac tickets and closing them accordingly.
Possibly missed some issues like this one.
