Yes Alan came across that from Adam, but the phplens link is not working
anymore.

Plan is to put the function in Users/Privileges model class itself. And in
the function where we build the privileges file, trigger and event. Which
can be then listened to in Cache class and reloads the data into cache.

Same approach can be later took upon if caching is required anywhere, to
introduce event triggers (such as picklist value changes, calendar
settings, module structures) and then listen for these events to rebuild
cache for the specific component.
