I'd probably create a custom form and Quick Create entry for your 
requirements, and a custom Save Action to capture the supplied 
information. This would then run a process very similar to the Convert 
Lead process in Webservices. There are some helpful examples of how to 
create and "roll-back" if something doesn't work in there.
