[Vtigercrm-developers] Why the "addons" branch in vtigercrm project?

I'm confused as to the point of this...

There is a separate project and repository and for the Customer Portal:

https://code.vtiger.com/vtiger/customerportal

But now we have an updated version of the Customer Portal for 7.3 _not_ 
in this repository, but instead in the "addons" branch of the core 
vtigercrm repository???

Which is which? This seems wrong to me.
