First of all, make sure that the users who you do not want to be able to 
get the report data, has the "Export" tool turned off in their Profile 
for each module that the data comes from. i.e. if its Organisations, 
disable Export on Organisations.

The Report will not then allow the user to get the csv as it is an export.

IMHO for most users Export should be disabled for everything anyway.
