All this stuff could be very useful in many cases. In addition to users
module.

I had a similar tasks for making partial admin from many customers: they
ask to let department head to add and block users from the department, but
not to have any other admin permissions.

All this make vTiger more ERP then CRM (I think and now it is partically
moving there). Handling side tasks is advantage of vTiger in comparing to
"pure" CRMs. So I think such functions are welcome, but require really a
LOT of refactoring of core code.
