[Vtigercrm-developers] Vtiger 7.0.1 Migration Issue with Emails

Your description makes me think the migration isn't actually running at all.

A few quick suggestions:

Clear your browser cache,
Use a private browsing tab,
Make sure you have no other tabs logged into vtiger before you start.
