[Vtigercrm-developers] Daylight Savings at UTC +13

Hi team, 

Can anyone explain how UTC for Daylight Savings time is supported in
vTiger 6.4? 

We in New Zealand, the antipodean state of GMT and UTC 0:00, have just
sprung forward to Summer Daylight Savings Time (25/09/2016), this means
we are now UTC +13 hours from now until the end of March 2017. 

When we are UTC +12 all is fine. 

However, when this is changed at the user preference level, there is
only (UTC+13:00) Nukualofa available to select. This makes no difference
to the email message received time. 

A 'how to fix' would be most appreciated.
