Nope - nothing wrong with the function - you can call it from anywhere 
including external code which has nothing to do with vtiger.

Does the "current user" actually have permission to edit the field you 
are trying to update in the Apartment module?

Are you *sure* that the parameters you are passing are correct, 
especially the id, e.g. it needs to be the Webservices Module ID x the 
crmid - something like:

12x2345
