That's a good catch. 15 minutes would be a very useful default event 
duration. I do not know what there only 5, 10, 30, 60 and 120 but the 
good news is you can easily add a new one :-)

You can't use the Picklist Editor on the Users module so you will need 
to add the value manually to the vtiger_othereventduration table and 
probably re-sort the sortorderid etc...
