Hello Luke , 

 I have few installation for different customer , never faced this problem . 
 Only this customer has amazaon s3 having this forbidden issue . 

 So i was thinking that server issue , after reading your case it looks
vtiger bug . 
 
 Let see if any reply from vtiger Guys :)
