If I apply the little patch that aploic posted in January for the file 
layouts/vlayout/modules/Vtiger/uitypes/Owner.tpl:

 From this:
> {foreach key=OWNER_ID item=OWNER_NAME from=$ALL_ACTIVEGROUP_LIST}

to this:

> {foreach key=OWNER_ID item=OWNER_NAME from=$ACCESSIBLE_GROUP_LIST}

And you have private modules then this seems to work. I am not sure if 
there are any further implications but it seems to do what I need for now.
