Nope.  Same here.

The ability to stop users assigning records to people above them by Role 
is great. But they can still assign to *any* group.

This is wrong.

If you have specified that a Role can only assign to "Users having 
Subordinate Role" and that Role is at the "bottom/end" of a Role 
hierarchy the implication is that that user should not be able to 
re-assign anything to anyone else...

Yet, the user can see every group and re-assign to any group.

I believe that a user should only be able to see groups to which he 
belongs if he has the option "Users having Same Role or Subordinate 
Role", or all users and groups if the Role is set to "All Users". If the 
Role is set to "Users having Subordinate Role" then to me this implies 
you only want him to be able to re-assign to users lower or not at all.
