[Vtigercrm-developers] Remove Inactive Modules From Appearing In the More/All Menu-Add/Manage Modules

I have inactive modules that I do not want to display in the More/All
Menu-Add/Manage Modules. If I set up another user with Admin permissions I
don't want that Admin to be able to activate a Module in the Add/Manage
Modules. It's easier if the Module not in use just isn't listed in the
Add/Manage Modules.

What files and or settings do I change in order to not have a Module even
show up on that page in the UI?
