Ok I had just come across this while in testing, I found that the filter
works if the smcreatorid in vtiger_crmentity is set to the users id that is
set in the filter.

If it is set to anything else the lead does not show. It has to be a php
code issue within the filter search. I'm looking now to try and find the
filter function.

Alex,

If (as a non admin user) you change the filter to show the user that created
the record in leads, do you get some leads showing?

I imported all records as administrator, if I then set the Assigned To
search field to Administrator, it shows all the records I imported.  This is
repeatable if you have another user import or create leads, assign the lead
to another user, but then run a search for the name of the person who
imported the new leads.

Can you repeat the above?  If so, I suspect the PHP code that is responsible
for the search.
