Probably.

We have quite a few customers using c2c where vtiger is hosted by us and 
their phones are anywhere else...

It mostly depends on the nature/features of the SIP service provider and 
if they provide some kind of API for c2c functionality. (Screen pop is 
another matter).

But also see my colleague's (Alan Bell) post from a few days ago. We 
have in-development a solution based on a sip-proxy so we shouldn't need 
to care about their service provision then as long is it's SIP.
