That sounds like a pretty daft thing to want to do; from here in the UK 
at least.

We don't use "Districts", our County (State) borders move frequently and 
are no longer required by the postal service as our postcodes are very 
fine-grained, and we have a, somewhat arbitrary, distinction between 
Cities and Towns.

I fail to see why anyone would want to do this..
