[Vtigercrm-developers] Error creating new users and permissions recalculate

Maybe vtiger_def_org_share?  If that doesn't work, poke around in
modules/Users/CreateUserPrivilegeFile.php.  I'm getting a bit rusty on this
stuff because I ripped it all out and we don't use privilege files anymore.
