[Vtigercrm-developers] VTE CRM?

I came across someone pushing this product on Linkedin at the weekend... 
It is clearly a fork/derivative work of vtiger but they are restricting 
the "free" version use to 10 people and saying it is released under the 
AGPL.

How come? It doesn't really add up because looking at a few of the 
files, they still contain license headers such as SPL and VPL.

Unless vtiger & Sugar have approved the change of license or assigned 
copyright to the distributors I don't really understand how they can do 
this?
