Yep - I do it all the time.

Obviously you need to make sure you have all the php/lamp stuff on your 
destination machine and you need to create the MySQL user.database to 
hold the vtiger db but you can get the information from config.inc.php.

Once you have extracted the vtiger tarball, you will need to chown it to 
the apache owner on the new system.

But essentially, if you know a little bit it really is that easy.
