[Vtigercrm-developers] Unable to create users

Hi,
   After downloading vtigerCRM from  "http://sourceforge.net/projects/vtigercrm/files/vtiger CRM 5.1.0/vtigercrm-5.1.0.tar.gz ". Installed successfully as instructed by available instructions. I am unable to create users. Due to this reason unable to check customize moduels for uses. Requesting guidance to overcome this situation. As its of no use if i can't create users.
