[Vtigercrm-developers] Missing vat / tax lines

Hi when i create invoices or quotes etc ... the tax line is always 0 no 
matter what I do. I have checked in the settings and have entered the 
correct values into Tax Calculations .
What have I missed ?
Running 5.0.4 patched from 5.0.4 with the TTTimecards 5.0.4 patch.
