[Vtigercrm-developers] backup handler for 4.2.4 series

I completely dropped this off of my schedule after Mike took over since
he was doing such a good job and had good community support.  I do not
want to offer up official backup support but I can always be pinged if
resources are low and a release is around the corner, etc.
