 Hi,

 Language translations are been handled based on the place where
 translations are used in vtranslate api, second parameter module_name
 decides from which file translation need to be picked based on which
 translations are added for file.

 Vtiger.php in all languages are treated as fallback file for picking
 translations.

 Could you please explain breifly about your thought shared regarding
 language pack structure for us to assist better?
