ISTANBUL Police have blocked hundreds of journalists from marching in Istanbul
to demand press freedoms and denounce the harassment of colleagues during
a spate of anti-government demonstrations last month.Journalists were detained
or targeted by police while covering the nearly three weeks of protests,
and some who sided with protesters were sacked or resigned.The journalists
on Friday planned to walk to a main square but were prevented
by police. They staged a brief sit-in before dispersing.Prime Minister Recep
Tayyip Erdogan's government has shown little tolerance of dissent and dozens
of journalists have been jailed or fired since it came to power
a decade ago.Erdogan's government insists it is committed to democracy,
citing reforms that reduced the use of torture and increased the rights
of the country's Kurdish minority.

interest rates on student loans hit a major bump on Thursday after
congressional number-crunchers found it could cost $22 billion over the
next 10 years.The news sends lawmakers back to the drawing board, as
they try to figure out how to bring rates back down after
Congress missed a July 1 deadline, causing rates to double.The proposal
in the works was designed to offer Democrats the promise that interest
rates would not reach 10 percent and to give Republicans a link
between borrowing terms and the financial markets that they sought. But
at that cost, the bipartisan coalition behind it decided to push pause
and return to negotiations to bring that cost down.A Senate aide confirmed
the estimate to Fox News, which has not been widely released, and
said that talks would continue in order to reach a deal:So its
back to the negotiating table. A compromise is necessary and remains the
goal. The CBO score demonstrates to both sides how costly a cap
can be to taxpayers, the aide said.The unexpected cost estimate was unlikely
to end talks among lawmakers about how they might reduce rates on
subsidized Stafford loans, which doubled to 6.8 percent last week in the
wake of congressional inaction.Efforts to restore those rates to 3.4 percent
were abandoned in favor of a new compromise that bears many similarit
