 In utils.php, there are three APIs, '''return_module_language''',
 '''return_specified_module_language''', and
 '''return_mod_list_strings_language''' which seem to be doing the same
 thing (accepting a module and a language and returning the mod strings).
 These should be replaced with a common one.
