#6072: Non admin user can delete the custom filter share by admin in Calenadr

 to reproduce it,create a custom filter in calendar All Events and To dos
 as admin,mark it as public,and approve it,now log in as non admin user
 select that filter try to edit it it is showing you can not perform this
 operation,but if we will try yo delete it is getting deleted w/o any pop
 up.
