 Just trying to clarify a few points here.

 First are you using the 4.2.4 release or the 5.0 beta release?

 Second when you say the "database hasn't been created" do you mean that no
 tables were created within the database or that the database itself
 doesn't exist.  You'll have to create a database and a database user with
 full privileges on the database before installing vtigercrm and provide
 the installation process with those details.
