But if your using nginx, doesn’t the .htaccess file get ignored anyway, so don’t need to rename it htaccess.txt?

I assume it was supposed to be changed to .htaccess after installation?
Probably. Since people are using nginx too, I think it makes sense to have it in .txt and enable it if using Apache/httpd2

It disables Indexing.
