[Vtigercrm-developers] Create Reports permission denied for non-admin user?

Am I going mad???

I've just tried this on three different vtiger systems... Create a 
non-admin user, assign them to a normal profile where Reports are enabled.

Now logout and login as this new user. Go to Reports, click Add -> 
Detail report, I get permission denied.

Look in the user_privileges file for this user and the actionid 7 
(CreateView) is set to 1 for tabid 25 (normally the Reports module). 
This is the same in the vtiger_profile2standardpermissions tables.

In every system I checked.

Are non-admin users not supposed to be able to create reports?
