[Vtigercrm-developers] Let's make 7.4 fruitful

It's great news that 7.4 will focus on platform enhancements. I'd like to
stress out the need for a document that clearly and transparently lays out
the basic strategy, objectives, priorities, rules and guidelines regarding
how the open source project is managed and how we, external developers, can
contribute in the most efficient way and have realistic expectations about
how our contributions will impact the project.
