Sure Uma,

For example: "Rubén". Create that item in a picklist. Then create a csv
file containing rows using the same value and do an import.
Not only Vtiger won't be able to recognize the value already exists, but it
will create a new value for each row. So, if your csv contains 10 rows
you'll end up with something like this in your picklist:

Rubén
Rubén
Rubén
Rubén
Rubén
Rubén
Rubén
Rubén
Rubén
Rubén
Rubén


I'm not 100% sure that vtiger will store é as the htmlentity &eacute. It
might be something else because it was a long time ago that I saw that
behaviour and since then I do not use accents in picklists. I don't know
about other languages, but latin languages (spanish, french, italian,
portuguese, ...) will have the same problem because of accents.
