Did you read Email from 11. 10. 2018 9:46 in this developer list:

I suppose you mean send an Email to Related records (Leads, Contacts, 
Accounts) from Campaign. Yes, this is currently not possible in 7.x 
version. We are searching for possibility to develop it, but it's not so 
easy make it vtiger compatible.
