This could be even better. Check access to portal before allow to send new random password only if access to portal is enabled but this is not updating isactive=0 in vtiger_portalinfo in case you disable contact access to portal
Isactive is always 1

Because user that dont know his access to portal has been disabled will try to resend new password many times and at the moment that is allowed.

Yes, I think this would be fine. Sending a new random password to the
user should be acceptable.
