Hy,

If it is possible to install custom modules (At the moment, there is no
such link), then I would try to make the Workflow Designer compatible.
The Workflow Designer don't match with Marketplace requirements and require
this way to install.

Probably it sounds bad, but I think the backend is 1to1 the 6.x Backend.
That's why the Vtiger 7 Update of Workflow Designer would be available for
free for every user of Vtiger 6 version.
(But maybe it requires some time to get every task compatible)

But yes:
You should bill your customers for such an update from vtiger 6 to vtiger 7
by default, because not every developer handles this like me. (Because some
development companies must pay lot's of developers)
