[Vtigercrm-developers] Customer portal encoding issue

I have found out that in one of my earlier installations portal and comments
encoding works fine. I don't understand why it is not working in my other
installations. I have customized quite a bit, but I checked all re encoding
and it should be fine. But at least I know that I can make it work if I
begin from start.
