IMHO that's broken then.

It means, effectively, that no extension developer can sell their 
modules on the marketplace if there are also "Layout" Extension modules 
available. We cannot possibly write our extension modules to support 
every possible layout.

I think the design of the layout engine needs to be thought through 
again so that there is *always* a fallback. Or you cannot really support 
different layouts...
