[Vtigercrm-developers] Workflow Conditions on UI10 fields

I'd like to create a workflow where the Condition is that a UI10 field 
in the triggering Module (which is a link to an Account) is "Not Empty"' 
but the only option available in the Picklist is "Has Changed".

Is there a reason why that is the only option available?
