I was unable to replicate issue you raised in Q1.

i. Created custom filter
ii. Select all records present with the filter active
iii. Selected "Edit" from the Actions menu
iv. Changed "Assigned To" from Administrator to Userxyz
v. Clicked Save

I then viewed the details for each record where the "Assigned To" was
modified and can confirm the change went through.
